• In 2005, the European Patent Office started two two-year national CARDS projects in the Western Balkans: the CARDS IPR Croatia Project was initiated in August and the CARDS IPR Serbia & Montenegro Project started in September. 
• Ms Sandra Blanco-Barbeito at the European Commission replaced Ana-Isabel Teixeira-Coelho from 1 September 2005 as Task Manager of the CARDS Regional IPR project. 
• Team leaders Cedric Mabilotte and Raffaele Buompane successfully led the Local Co-ordination Unit in Belgrade during the first phase of the project. Ms Emilija Spirovska took over on 1 September 2005 and will run the project until it terminates in July 2006. Ms Spirovska has gained more than seven years' project management experience in various US development programmes implemented in the region. In addition to her engineering qualifications, she has professional and educational experience in capacity building, organisational development and human resource management.

Three Ministers opened CARDS Event

Palic, June 19-22 - Dr Hans-Hermann Giese, CARDS Project Director and Mr. Raffaele Buompane, CARDS Team Leader meet Mr. Amir Nurkovic, Minister of Internal Economic Relations of S&M, Mr. Dragan Kojadinovic, Minister of Culture of Republic of Serbia and Mr. Milan Parivodic, Minister of International Economic Relations of Republic of Serbia during the opening of the International Conference “REGIONAL PROTECTION OF INTELLECTUAL PROPERTY - Practical Experiences and Challenges for the Future”. CARDS was the co-organizer of the event together with the IPR Committee, American Chamber of Commerce of Serbia and Montenegro.

During the first day of the Conference, Dr Hans-Hermann Giese gave the presentation “CARDS Regional 2003 Industrial and Intellectual Property Rights Programme”. This presentation was the opportunity for more than one hundred fifty participants from S&M and the region to be more informed about CARDS project and the European Patent Office in general. 

New Team Leader in the Regional Project Center

Mr. Raffaele Buompane, coming from PD 5.1 European and International Relations, EPO, Munich, replaced as the Project Team Leader Mr. Cedric Mabillote. Mr. Buompane has two majors in international political sciences and geopolitics. He specialized later himself in London in strategic management and public administration management. In the EPO he worked in the European Affairs Unit, drafting strategic action plans for member states and implementing the cooperation with them. Before EPO, Mr. Buompane has been employed in the Italian Patent Office.

CARDS Project Presented to the
Young Serbian Journalists

Belgrade, April 13, 2005
Fourteen young journalists coming from different national media in Serbia and Montenegro (TV Studio B, Politika, Radio Belgrade 202, Tanjug Agency etc) were present on the CARDS Regional Project presentation in Belgrade’s Media Center on April 13th. Mr. Cedric Mabillote, CARDS Team leader spoke on the topic “CARDS Regional Programme – Copyright and the Fight against Piracy”. In spite of the rather low level of IPR knowledge in the audience, the young journalist showed a high level of interest for the IPR issues in the region, having in mind the future EU stabilization and integration process.
