Think, Imagine, Create
Yesterday the whole planet celebrated the day dedicated to the protection of most significant human recourses with the message of Dr Kamil Idris, director of World Intellectual Property Organization - “Think, Imagine, Create”. This year the celebration is especially dedicated to the youth all over the world who will make new economic values with their own creativity and make improvements to the culture and economy development of the societies and world in whole.
Dr Slobodan Markovic, director of the Intellectual Property Office of Serbia and Montenegro greeted honored guests with the message: Human innovation is the only human tool thanks to which humans species try to survive on the planet, try to develop and hope to the better future.
In the year when our Office celebrates eight and a half decades of continues existence we started the campaign “Protect the creativity” which should contribute to the awareness of politicians, business people, employees in education, science and media, but also of general public, that they should protect intellectual property effectively. This is the key with which creativity opens the door of economy and general development.
The Protocol of Cooperation has been signed between IPO S&M and Vojvodina Regional Office for Economy in the occasion of World’s Day of Intellectual Property. The pupils from Karlovac grammar school received the awards for the competition of best works with the topic - “Is innovation making human lives better and happier?”
The representatives of Microsoft and Fashion industry MONA spoke about the intellectual property rights protection, which is the key for every area of creativity. MONA industry also made the show of the models of its well known brand

General Director of Authors Right Society SOKOJ, Ivan Tasic stated that the headline of the celebration this year “Think, Imagine, Create” dedicated to the young’s. “Young people have to be encouraged to create and imagine, because the results of this process are innovations, acts of art, pieces of human mind and spirit. The human who is capable of thinking, discovered fire, weal, electricity, steam engine, space shuttle. Are there any borders to this imagination?” said Tasic. According to his words, this day is necessary because we should feel that there are creators, artists, innovators, and that their rights have to be respected. “For SOKOJ, who is in charge for protection of music authors rights, this date is the opportunity for reporting what has been done in this area in our country for these rights to be respected” stated Tasic. According to his evaluation it has not been done enough, if we compare with European standards in this area. Europe will not be satisfied if we only adopt the laws according to theirs. These laws have to be implemented. “Intellectual property is not marginal area, how some politicians stated. We are interesting market for Europe, but Europe wants the conditions not because of us and our authors, but because of the protection of European authors”, said Tasic.

Reporter: Mr. Slobodan Markovic, Director of the Office acknowledged that there is a lot of work to be done considering the protection of intellectual property. He is announcing that the Office in future will be more active in solving this problem. Mr. Slobodan Markovic: This action eludes one attempt so that the majority of the population, but not only them but also the politicians and those making decisions in our society become aware of the significance of intellectual property. Hence, accept the fact that intellectual property is a dominant economic resource in modern economy and that if not adequately legally protected has no value and that is the main task of the Office. Reporter: Mr. Ivan Tasic, Director of SOKOJ says that in our country there isn’t enough awareness in respecting copyrights. Ivan Tasic: The statutes are legislated, but really nothing has been done considerably on respecting them. In the sense that for instance, emission companies are the largest consumers of art works when music is involved, they absolutely treat their obligations as a contrived levy. Reporter: Mr.Tasic reminds us that Serbia cannot join the WTA if it does not regulate the question of intellectual property, and also the framework and protection of copyright.

Watching movies from Holly Wood gratis, using gratis software packages, copies of well known brands and patented products should be in the near future a past for all of us. Regulating this section is extremely important because seemingly a common idea can be worth millions of euros, and the protection of intellectual property is one of the main conditions in joining the framework of so the called world union. Reporter: Ms.Sanja Basic Intellectual property eludes rights which are in regard to literary, artistic and scientific deeds. Industrial examples and models, merchant names and geographical indications of the product as well as other rights connected with intellectual property activities in industrial, scientific and artistic areas. To start using a brand which you have devised you need to do the following. Ms.Branka Totic, Assistant Director for the protection of intellectual property. You need to submit an application to the intellectual property office, patent application, and a trademark application. The trademark is also known as the brand but by law the term is trademark or brand mark. So, an application is submitted and the office examines the law conditions and in that administrative step a right is authorized. Reporter: The protection of intellectual property in the world framework has been taken very seriously while here that right has been undermined in nearly all areas. Mr.Slobodan Markovic, Director of intellectual property office: It seems sometimes to me that the most violated are in areas of trademark, interpretation, phonogram and video grams. It is violated because at present it is a dominant shape of exploitation of those acts in digital format, because now you have CD-ROM’s, DVD, satellite television, internet etc. Reporter: However, citizens are frequently destined to buy copies which our market is overloaded with. Mr.Slobodan Markovic: Because the copies are cheaper. We know that the brand mark is one symbol, a carrier of some importance; people like to think that they obtained something which makes them more successful, personable, good looking and other, which is not entirely true. Reporter: How to prevent it? Mr.Slobodan Markovic: It is prevented entirely by law. Responsable institutions, police, mark et inspection etc. Ms.Branka Totic: The only solution is to follow the strict rules and regulations and to change the consciousness of consumers that it is much better to buy original products which are of better quality, longer lasting and by that the domestic economy is stimulated. Journalist: Sure, it always better to buy originals. But, I don’t know if you are aware of it, maybe you are not, you have a computer at home, and you are not aware that one Microsoft-office package costs 500$. I presume that you paid that much for your computer, maybe even less. Software is very expensive in the whole world. It is an alarming data or an amazing data here, at least when the world monopole of Microsoft is concerned, that around 70% of the programs on the market or on our computers is of pirate origin, that’s really terrible. But, I must point out that in the EU countries, not in these 25, but in those 12, 15 countries in those developed western countries that percentage is 38. That software is not cheap, that is one point and the other is that it is not OK to use or watch pirate copies of films, programs etc. One game for your child if it is an original cost between 1500 and 4500 CSD, a pirate copy costs between 150 and 200 CSD. The question is how many people could afford the children games if there weren’t these pirate copies. These problems exist and we are fighting them from the end. We should first prevent the cause, and not the consequence.

Reporter Ljiljana Vasic: World’s day of Intellectual property we celebrate in the Intellectual Property Office of S&M, we celebrate 85. anniversary, and there is one reason more for celebration, and it is campaign? Prof dr Slobodan Markovic, director of the IPO S&M: Campaign “Protect the Creativity”. IPO was thinking how to make the issue of IP more familiar to the general public, and not only to the general public, but also to the ones who are policy makers in our country. So, the decision was made to concentrate all efforts in one message which is – Let’s protect creativity and innovation. Reporter: Is Protocol among office and Regional Office for Economy of Vojvodina going to be signed? What is it about? Prof dr Slobodan Markovic: It is the document which connects us and makes us exchange information and help each other in the same job. Reporter: The goal of the campaign is to put intellectual property in the middle of economy development and growth. To the large number of academy persons and diplomats there have been presented the success stories of knowledge implementation in the companies like Microsoft and Mona. During this occasion IPO awarded the best pupils of the Karlovac grammar school. To remind you, in the far year 1883 The Kingdom of Serbia was one of the11 founders of the first institution for intellectual property. But, with us such institution was established in 1920. This year message of dr Kamil Idris of World’s Organization for Intellectual Property is targeting youth, a it is “Think, Imagine, Create”.
